Can't Connect to Character Animator

I'm trying to export a scene from character animator to premiere pro with a transparent background. When I use the media encoder with alpha channel it gives me an error saying it can't find the source file or can't connect to Character Animator. When I try to create a dynamic link in Premiere Pro, it says "Could not connect to Adobe Character Animator 2023. Please verify that Adobe Character Animator 2023 is installed." 

I have uninstalled and reinstalled Character Animator and it is still giving me the same error. I'm using v 23.1 of Character Animator, Media Encoder and Premiere Pro.
