Can't get back of hair to move with head and eye gaze help

I'm having some rigging issues trying to get the back layer of hair to move with the head. Also, I can't seem to get eye gaze to work unless I add it individually to the eye.  Adding my puppet file for reference.

I found out why the puppet's eyes didn't move.
However, it is difficult to explain in English.

I uploaded the sample puppet to Dropbox again.

The pupil seems to be too wide.
If you try to divide the appearance of the pupil layer, a square frame will be displayed.
It seems that this square area is recognized as a pupil.

By deleting this square frame, the pupil moved up, down, left and right.

I converted Japanese to English with translation software.
 
1) The head layer does not have a crown mark.
2) Hit the fixing pin on the foot of the body layer.
3) Put the back hair layer in the body layer.
4) Put a crown mark on the back hair layer.
