Can't move my characters arms with mouse

Hey, I'm trying to make my character's arms move by using

I'm trying to make my character's arms move by using the Handle tool, but no success. (Please look at the image below)

I also tried for some reason to make them independed but still, doesn't work.

I also added a screenshot of how the character built in Ai.

Please help me!
