Cannot make eyes track

Howdy all,

I'm really new to all of this and am still very much figuring things out. That being said, I have a lot of my first puppet rigged up, but for the life of me, I can't get the eyes to track. This could be because I have a cycle animation for the eyes? I'm really not sure. Any help would be very appreciated.
