Character Animator Head and Neck Rigging Not Working Right

Hi, I’m pretty new to this, but I’ve been following a bunch of the online guides.  I’m working on my first character puppet.  It’s a supervillain character.  I was able to get an unmasked version (Overseer Puppet) imported with front and ¾ views and got it so that the head is attached to the neck and the neck stays put at the bottom so it naturally moves when the head moves.  However, I’m running into problems with the masked version.  He’s got a hood and I thought I had all the layers right, but the neck is bolted to the head and nothing I do seems to be able to pin the bottom down.  I’ve tried both with the hood (Overseer Masked) and without (Overseer Masked No Hood) and even though it’s rigged the same way as the unmasked head, the neck isn’t behaving right.  I’ve included my project file with (hopefully) all applicable media.  I did notice that when the hood is on, the neck picks up the layer behind it (per the contour).  My goal here is to have the hood attached to the head but pinned at the bottom so that it moves naturally like the neck should.  What I’m looking for here is help figuring out why the neck won’t pin at the base and how to set up the hood to do what I want.  Thanks!

Update: I got the answer. I had the neck as a child to the head group rather than a sibling. Moved it out and it worked perfectly.
