Character from illustrator won't do head turns (I added behavior, tags and I am really am lost)

I am new to Adobe and I am trying to animate my character using lip synch, head turning and blinking. I made some progress and eye pupil movement, eyebrows and swaying side to side work but I have no luck on getting the character to follow my head when I turn it (profile, quarter, up, down) in the camera view with the red dots on my face. It just stays in frontal and does not respond my movements, I refreshed and even x'd out of the scene and reloaded it and no change. I'm very frusterated I hope someone with more then my 5 hours in the software car help me out, thanks in advance. Here's the file i'm working with I exported in Ch

A couple of things: There appears to be an extra Left Quarter layer at the top of the document. You should either merge its contents with the other Left Quarter layer or delete it. Second, the view layers should be arranged my the natural order of a turn - "Right Profile," "Right Quarter," "Frontal," "Left Quarter," "Left Profile." Check your plus naming: you probably don't need the nose and ears to move independently, so they don't need a "+" symbol. I can't say this will fix anything, just that these stand out when I'm looking at the file.
