Chloe Character Redesigned?

Did they recently redesign the Chloe starter character? I'm trying to follow this really good beginner's tutorial (https://www.youtube.com/watch?v=G9DkEIYJ2lo&list=PLq4LynfF_r14w2SwicfetcReq8Y0f_lg_) that uses the basic Chloe puppet.  But the rigging seems entirely different, as I can't do simple things he does in the tutorial like click and drag her arms, or use body tracking.  

Am I doing something wrong, or did they eliminate some of these features from Chloe in the 2 years since the tutorial was published?
