Eyebrow not working correctly

I have made a character illustration from scratch. It's a simple smiley face all working but eyebrow moves upper head portion with eyebrows

Are you saying the eyebrows are moving the face? That would be difficult unless the eyebrows were not independent which is not the case with your rigging. Where is the origin for each brow? It should be right in the middle of each respective part.
