I would double check drivers for ram. One time I installed 32gb of new ram and i learned it needed to be placed on motherboard in certain order. Make sure you ram is locked in. Also maybe your processor is overheating due to faulty fans.

64GB? Really? I have 32GB and don't even use the half of it most time, and never I used the entire 32GB at all!

That machine should be more than enough! Can you share a screen-recording of the slowdown?

Thats sounds like a beast of a machine! Does any perf meter tools tell you where its running out of resources? If I had to guess, I would look at virus checking software or cloud backup software competing for access to disk files.
