Halp, cant figure out why head dosen't move & arms fall off

i keep creating puppets where the head moves but then when I create body it ceases to move-now the arms are not attached on this one.

btw, I now realize that arms should be nested in body...cant" seem to do this in PS-won't allow it.Is it a PS quirk? or is there a work around?
