Head and Body Turner with arms in front of head and body

Hi Everyone,
I have a puppet with head and body turner applied, and the arms in front of the head and body on their own layers. Everything is displaying correctly but limb IK is not applied to the front arms (any arm attached to the body level works fine). I have tried adding Limb IK on every front arm level and I still can't seem to get it to work. I am just wondering if anyone can help or point out what I am missing!

Thank you so much for the suggestion of making the arms into a swap set. I did that and added leader/follower behavior and they now work perfectly! An unexpected bonus is that the arms now keep their position when the body turns (so if I pull the arm straight out and turn, the new position has the arm out! cool!)

I am curious about the rigging of your puppet. Would it be possible to share a screenshot of the puppet rigging and layer hierarchy or upload the puppet using a file sharing service like google drive or drop box?
