Head Parallax Horizontal Only

Is there a way to parallax horizontally only? I have my characters flat top hair that moves down and shifts out of place. I just want it to parallax horizontally so it stays lined up with the original hair line. Refer to the attached picture.  Any help is greatly appreciated.
