head tilt without body tilt

Wondering if there is an easy way to lean someones head to the side without it tilting their body with it. Hopefully without having to fully re-rig something just for that moment. It would seem like the "head tilt" in the face behavior should control this but the tilt seems to be coming from the waist instead of the neck.

Usually that is fixed by making the Head "independent". E.g. rename the Head layer to "+Head", or click the little crown icon. You then have to make sure, for example, the neck artwork goes up behind the head as the Head layer has to overlap it where you want to connec the layers (the pivot point). You drag the Origin of the Head layer over the neck to connect them.

Do you know if there is a way to just adjust where the pivot point is.. for example I have my "head tag" in the center of the forhead of my puppet but he tilts from the waist?

If you click on the Head layer in rigging mode, there should be a little circle with dotted line, the "origin" of the head layer. That is the pivot point - I normally, for Head, drag it over the neck. The main puppet also has a pivot point - you need to click the Head layer to adjust the Head pivot point (assuming Head is independent)
