Head wont tilt, but will warp like crazy or totally disappear.

I cannot get the head turn behavior to work via the camera properly. 

This is my first puppet, and it's a bit of a mess because it's been a big learning process. I have set up a number of behaviors by following the okay samurai videos on youtube - some of them require putting tags in weird places, ie - the head tag on the neck. I have two different body views - Front & Quarter, and three heads for each - Front, Left Quarter, Right Quarter. 

I've trawled this forum and been through every layer trying to figure out what is wrong. 

Front Body - The heads don't tilt, and instead the Front & Right Quarter heads warp profoundly. The Left head works fine but doesn't tilt at all. 

Quarter Body - the heads won't tilt, and one of them disappears completely. I can't even get it to appear with the trigger. 

Kind of tearing my hair out at this point! This is for an assignment and I've already wasted hours trying to get it to work. So any suggestions at all would be greatly appreciated.
