Hiring to rig a character from a 2D Illustration

I'm looking to hire someone to rig a 2D illustrated character, I have, so that I can easily use it on starter mode, What would be a fair cost and what medium should I use, hire through a freelance work web?

In my career, I have never had much success with the various freelance work sites, but that could be because I have only used them to find freelance gigs. I have also never estimated the total process for creating a puppet that has all of the suitable icons and behaviors for use in Starter mode. There are many people out there that create custom puppets for Character Animator. Here's a list of a few, though I have not worked with any of them so I can't provide any sort of recommendation:
