How do I attach a puppet's hand to an independent layer?

I'm trying to make the puppet's hands hold on to the steering wheel, which I spin using a Midi controller. The steering wheel is an independent layer. How do I make the puppet's hands hold on to specific points of the steering wheel? I uploaded a Gif of how it should work. Thank You!

You cannot do the obvious thing of say "this dragger should follow this point on this other object". I suspect the best results will be to hand draw say 10 different hand positions and use layer picker to pick the right image (more images = smoother animation). You can also get the hands and elbows exactly where you want too (e.g. knuckles wrapped around wheel etc.) Currently objects can only be controlled by their parent in the layer hierarchy (even with magnets).
