How does "In Transition" on Motion Triggers work?

I don't understand how the "In Transition" layers work with motion triggers. I've tried setting one up but I don't what actually makes it trigger. I can't get it to happen predictably. I can't find any resource that talks about it.

    The intention is that In Transition layers are used when the motion switches directly from one direction to another direction without coming to rest in between. As such, it tends to be very brief and only show up for fairly fast movements that change direction. Also, depending on what is being triggered for the directions, it may get obscured by other triggered animations.
