How to make puppets

There are some instructional videos that show how to make a puppet in either Adobe Illustrator or Adobe Photoshop. Since these are the only tools available to create the puppets, there are no online tools. 

However, there is a utility built into Character Animator called "Puppet Maker" that might be what you're looking for. Puppet Maker is only avaialable in Pro Mode.

There are service providers that sell rigged ready puppets.

If you do not want to pay for it, then no.
