How to tilt a head so it directly looking at other person

How in photoshop do i take a head of a person and tilt it or rotate it so it looking directly at the other person sitting next to it. I have a photo with 2 peoples in it and each head is looking straight center. I like to take 1 of the person head and rotate it so it looking at the other person beside it. I hope i make it clear for you all.

No worries. I would use the lasso tool to select a head, copy it, and use the free transform tool to tily/rotate it slightly, then use content-aware fill to the background to get rid of the head below.

 

But yes, in the future the Photoshop forums are what you would want. Hope that helps!
