issue making character from PS for adobe character animator

Hey, fellas , can someone explain me how to properly make layers in PS, to make them properly react to my actions in Adobe CH animator program?
I make head( circle), and import it to adobe animator , it works fine , after i begin adding eye parts to head, or any other parts , those new parts do not react at all , except head layer?
what is the issue?
