In one of the question threads about Character Animator Dave Werner mentioned a list of character designers for those who would like someone to design a character for them. I'd like to add my name to the list. Where do I find this list? How may I add my name to it?

I don't know the "list" to which you refer. But you can hire animators on Freelancer.com, Upwork.com, Dribble.com, Illustrationx.com and other such sites.
