Motion Library and Other Features Not Present

When I open a ".puppet" file on my computer this is what appears in Character Animator. The Rig, Record and Stream tabs are not present and most of the drop down menus at the top are greyed out. I don't know if I'm doing something wrong or it's the software. I'm updated to version 23.0. I would appreciate some assistance: thanks!

You appear to be in Starter mode. You will need to be in Pro mode to access those features. Click on the button that says "Starter" in the upper right to see your options.
