All of the mouth shapes (Neutral, Smile, Surprised, Ah, D, E, etc.) need to be within a "Mouth" group. Right now, they are at the same level as "Mouth".

It's best to enclose all layers in a top-level "+Character" layer (i.e., it contains the Head and Body layers) like in the example Wendigo template puppet. Also, I noticed your Right Quarter layer had a key trigger named "( 4!)", but because there's that extra space before the number, it didn't get assigned properly.

See if the following file works better:

Adobe Creative Cloud

I also noticed that you have 8 layers below the "Right Quarter" level (i.e., "Glasses", "Left Eyebrow", etc. up to "Hair"). Are those extra layers? Each view (Frontal, Left Profile, etc.) would have its own set of those, so you can delete these other layers that are not within a view group, to reduce the complexity of the puppet.

Your Frontal group's Mouth is also not visible by default, so turn on the eyeball for it to see the mouth move.

You'll also want to add Fixed handles to keep the feet fixed in place.

Hope this helps.
