No "head" mesh? I can't connect the hair to the head, only the neck?

Hello!

I am trying to make the background hair attached to the head, but it wont. I'm not sure what is wrong with my origin points or my meshes?

I looks like the two different angles of the head have meshes, but the head layer itself doesn't.

I had everything working perfectlyyyy, then I changed some of the layers in the original artwork and now I need to redo it all... i can't figure out what I am missing or doing wrong.

Can someone please help! Let me know if I can provide more information or screenshots!
