Prerecorded Video Source & Different Language

I'd like to use prerecorded video as I have no webcam on my desk top machine, can't go talk out loud in the office plus the correct microphone is in the edit sets.

 

What is the go-to workflow? (I don't want to hack some webcam software into making it think the recorded video is the stream).

Do I need to change anything when the audio isn't english but Dutch?
Does the audio trigger the vowels and such or is it the video it looks at?

I found the method of audio and video extract. 

The audio can make the mouth seem move in synch although there does seem to be a language problem.
The video isn't working after I tracked the movement in AE. Blinking is not translated as such but as pupils that move downwards.
