Puppet stretching and head not tilting

Hi, I'm new to Character Animator so I apologize for asking simple questions. 

One, at one point my head would tilt and still be attached to the body.  Now it's attached and won't tilt.  It just sways with the body.

Two, the body stretches and pulls when I move, what am I doing wrong?

    So I clicked the crown next to the Head layer to turn on independence:

    I also suggest reducing the "Head Position Strength" property to more like 10% rather than 100%. Otherwise the head can move completely away from the body.

    Sounds like you have untucked the crown icon for the head layer so it is no longer independent. I will try to look at puppet a bit later.
