Puppet torso scaling, nothing else does

I imported a "Cowfolk" puppet into a scene. After he arrived, I turned off all backgrounds that comes with him, and imported my own background.

There are two "Transform" panels with the Cowfolk puppet: One for the backgrounds (that I am not using, so I disable this Transform panel), and one for the puppet.

When I go to Transform (Puppet) > Scale and change the values, the only thing that gets larger or smaller is his torso/body. The arms, legs, and head don't scale at all.

Can anyone help?

More information:

I got rid of the Cowfolk puppet, and imported The Professional puppet instead.

It scales and moves around with Position Y and X like it is supposed to.

More information:

The puppet scales in size larger/smaller with the Position Y tool, and it leans right or left with the Position X tool.

Scaling doesn't work like that for any other puppet I have worked with.

I've tested this with both the cowfolk and one of the other puppet maker puppets and it seems that only the torso of cowfolk can be transformed, leaving the other parts attached but untransformed. Why this is happening is a mystery to me.
