Puppet with no body won't keep feet on ground

I have a puppet that is a tortilla chip.  I have a head with face and mouth and a body layer with nothing on it but limbs are parented to it.  My puppet's feet won't stay fixed to ground even though I have them pinned.

Please provide a screenshot of the rigging? My guess is you put the pins on a nested independent layer, so it pinned to the parent layer, not the scene

You're right alank, I tried to fix it by making sure I had the character's name selected in the rigging tool and added my fixed points there.  That keeps my feet on the ground, but distorts them as the rest of the character moves.  Screenshot is below:
