Quick Question: Regarding Body and Head Movement

Hello!! 🙂 

I am a beginner and I have created my very fist puppet. I checked for rigging issues and I have fixed everything in the list. My character have legs and I fixed her legs to stay stable but she is stiff with no head movement. When I move on camera her entire body moves and I do not know how to fix that issue. I have attached a photo for you to review. Can some please give me so advice?
