Return to Rest Snaps Back

I've always liked the delay on the Return to Rest feature under the Dragger behavior. Usually I'd set it to .5 seconds and then if I, for example, drag up my puppet's arm it would lower in a graceful 1/2-second fashion. Now, I find it waits half a second and then snaps back quickly. Is this a change in the latest (2.0) version, a new bug or user error? I'm hoping it's the last and someone can tell me what I'm doing wrong.

    There was some rework in 2.0 that caused misbehavior with Dragger's return to rest behavior. It seems especially troublesome with hinged joints. We are working on fixing these. In the meantime, there are some workarounds:
    - using weld instead of hinged joints
    - tagging the draggable handle with transform as well (may require placing a more localized transform behavior on the draggable part since the presence of transform tagged handles will change the behavior of parameter changes to the top level transform behavior)

    - placing a fixed tag near the shoulder joint
