Question

rigging a tail

I'm trying to figure out how to best rig a character's tail so that the base of the tail moves with the waist, and the bottom of the tail has ground detection and/or cannot go below the feet/ground.

Does the tail always touch the ground? You can try pinning that part with a fixed tag. If that is not an option, you can try applying physics to the element. Just brainstorming here.

it starts at the ground, but rotates with the character, which makes it go below where the feet are even when pinned

I'm working with a similar rig setup from the arms and limb IK section of https://www.youtube.com/watch?v=e85HGSAS80g with the 2 head behaviors so that the head controls the body movement

I tried physics too, but could not figure out how to get collision to work with a ground element

Unfortunately, I don't have a great deal of experience with CH physics, so I cannot guess why the object is not colliding with the ground. It could be that for the physics to work, the part cannot be both part of the puppet and a physics object.

If the action doesn't happen too often, you might be able to model the animation in Adobe Animate, export the frames and then use the Cycle Layers behavior to play it back.
