Rigging Issue, I cant connect my neck to the puppet head

Hey, any help would be amazing... im very new to this program and learning as I go,  watched I think every tutorial and I just must be missing something here.  
How do I connect the neck to the head? Id like the head to be able to pull the neck slightly as it moves around.  the body and neck are static and I cant seem to connect the mesh to the head.  Im sure it simple enough, so thank you in advance for any tips.

I think simply unchecking the crown symbol in the head group will not separate the head from the body.

I don't know if this will work for your art or not but I saw a video where the neck was part of the head layer. I tried this with my characters. Then, in Rigging, I tag where the Head layer attaches to the Body as both HEAD and NECK. This seems to work well enough for me. You will likely get some warping of the neck art, though. I had to play around with how I move to keep that within reason. Good luck! Hope it helps!
