I'm trying to drag Sam's arm into a pointing position while she's walking.
I drag the arm in the position you see in the first image and I record like that, but when I play back the arm is in the position you see in the second image.
It sounds like the arm and walk behavior are fighting. Walk wants to swing the arms left and right, but that is fighting with and draggables you've done, so the result is showing an inbetween of the two positions.
One way around this is to remove the wrist and elbow tags for the arm you want to move in Rig mode, so Walk won't affect them. But then that also means stuff like LimbIK won't work on them either. Regardless, I've done that in a couple of my own animations. I think there are other ways around it to, like adding an extra behavior to the arm to brute force it into ignoring walk, but I don't remember how it's done exactly.
