not sure why this is doing this? See the attached image, here's hoping someone can make sense of it. Thank you.

Ah, yes, you don't have independence on enough. In the artwork file you name layers like "+Left Eye" to make it independent. If you don't do this, the eye can distort the whole face. The blog post I included lists which layers I normally make independent. The Left/Right Eyebrows I would also make independent for example.

Can you share a screenshot of the rigging hierarchy? Showing which layers are independent or not. That can make a big difference. See also this blog for ideas: https://extra-ordinary.tv/2018/04/21/debugging-character-animator-eyess/
