stretchiness take 2

Hi, I apologize for doing a similar post but I can't figure out this problem.  

Hi, in rig mode I switch the stretchiness from 10 to 3, but when I go to scereen mode the right arm is still stretchy.  When I go to rig mode the stretchiness is back to 10.  What's going on?  Also I don't understand why there are two left arms.  In Photoshop there is only one left arm.
