The eyebrows keep moving for no reason

I can't get the eyebrows to settle down! THere must be someway to have them sit still until I decide to move them. Right now I don't move MY eyebrows but the puppet does. There must be a way to calm them down. I want to be able to move them but only when I want them to move.

Legend

There are eyebrow strength settings in the Face behavior. I often set to zero and use triggers instead for fixed eyebrow positions.
