The top part of my character’s head warps when I move my eyebrows

At first, it looks like everything is correct. The only possible problem is that you have the eyebrow layer labled twice which might (and I emphasize might ) confuse the program. Keep the primary layer labled as is and rename the sub layer to something else like "default."
