Tilt Strength not responding

Hi All,

Also wanted to add, with my character applied new eyebrows in photoshop (just straight rectangle ones). The eyebrows do not move when I change the raised or lowered eyebrow tilt strength in the puppet track behaviours pnael. In fact nothing in the Face option moves when I play around with the strength percentages.
