Timeline layers not arming together/working in unison

Hi, I'm just learning character animator and I can't find a solution to the issue of making my layers work in unison in the timeline with the walk behavior. When I hightlight the 3 layers (foreground, character, background) only one red "armed" icon displays. Each layer will work with the directional arrows on their own, but not together. 

 

I'm sure it's some easy solution that is right in front of me, but as I said, brand new at this.

What version of Ch are you using? (see main menu bar)

When I multi-select tracks in the timeline (using shift or cmd/ctrl) all the selected tracks also get the red arm-for-record button lighting up, and the arrow keys work for all in unison.
