Want to convert a 2D drawing of my character, to a 3D model...

It's a greyscale 2D drawing (.JPG) of my bipedal wolf character.  I'd like it converted into a 3D model version.  I've seen software that supposedly can do this.  What software can do this and/or how much would it cost to have this done, if done by someone who already has the tools?
