What is New Empty Puppet for?

I've been working in CA for a while and used lots of techniques to create puppet. I just noticed that there is a New Empty Puppet command in the Puppet menu. Does anyone know what this can be used for. I created a puppet but couldn't open it in PS or Illustratir to add content. Anyone know why this command exists? Thanks in advance. If it is useless. I would love to see a puppet command that allowed us to move triggers and replays btw puppets with a click!

Japanese is converted to English using translation software.

I don't use it much either.
What is the meaning of “New Empty Puppet”?
(1) Registering an audio file as a trigger
(2) Putting together multiple Jpeg and PNG files
etc.
