Adobe Creative Cloud Plan Issue

I uninstalled the Creative Cloud from my "add or remove programs" in order to move my Adobe applications onto another drive on my computer. Now it says that I do not have a plan once I sign into my account on a browser (to redownload). I want to make sure that I do not get charged for two plans (charged for my old one that is apparently non-existent now as well as for a new one) if I decide to buy a student plan now. Thanks.

As per your account details, you have a single subscription for Creative Cloud all apps. Please follow the article shared by @kglad to change the install location for Adobe apps on your system. https://helpx.adobe.com/download-install/using/change-install-location.html

2. check your account , https://account.adobe.com

if there appears to be an account problem, contact support.  there are 2 ways to contact adobe; chat and twitter (now x):

chat:
use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.

twitter/x:
tweet @AdobeCare

p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative.
