Adobe does not give access after payment

Hi, The situation looks like this Adobe withdraws money from my account and on my account it shows that I do not have a plan right now. what should I do? 
It's another month when they took the money from my bank account and I don't have access to the plan.

With a browser that accepts cookies and does not have script blockers, please log-in to your account portal below.

Confirm your plan is active.  Use the correct log-in ID (email ) and password for your paid plan.

1. Open CC Desktop App.
2. Click your Avatar (top right image) > Preferences > General tab > Settings. Select "Always keep Creative Cloud up to date."
3. Click on your Avatar again.
4. Sign-out of old account.

5. Sign-in with your PAID ID and password.
