Adobe started charging me again for a plan I cancelled in September

Back in September I realized I get a discount through using Adobe with my school account, so I switched to that and cancelled my personal plan. There were no charges in Oct or Nov, but in December and just now in Jan they started charging me again, and I can't cancel without a cancellation fee. Any advice?

Jay, sorry you encountered problems canceling your membership. I reviewed the account you used to post to this public discussion forum and it looks like you had two plans and only the Creative Cloud All Apps plan was canceled.

That's odd, because I wasn't charged in October or November, so I thought it had successfully cancelled. And to try to cancel it again has a $19.98 cancellation fee, which I don't understand because it was just a monthly plan, not annual, so I'm not sure why there's a fee?
