Am I able to Change my Refund Billing?

I have recently changed my plan from a photography plan to the all apps package, and as I have researched, I found that my Refund would be sent to the billing information I used to register with the account, but I have not been using that card for a long time. Am I able to change the refund billing destination to my other billing address?

you can ask adobe. there are 2 ways to contact adobe support; chat and twitter (now x):

chat:
if you have or want to purchase a subscription, use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.
