Anchor point pens in Photoshop

I've been using Photoshop for almost 20 years, bought the suite a long time ago and now am paying monthly. Today I'm trying to edit graphic art for a coloring book and am getting the message that there is no add or delete anchor point pen. Apparently I'm now on Photoshop Express instead of regular Phtotoshop. Does anyone know what happened?

McMurtry Creative Media, I am showing that you have an active subscription. What version of Photoshop Elements did you decide to open? Is Photoshop CC installed on the computer? Can you open it from the Creative Cloud Desktop application? What operating system is installed on the computer? ^JW
