Hello! please tell me if i cancel my annual subscription fee will i be charged anyhow?

If you have trouble canceling, please go to Adobe Customer Service (Make sure to sign in to your Adobe account first and allow popups and cookies on your browser. You may not be able to see the chat window if using a VPN.):

Type "Agent" in the chat box to bypass the chatbot and be connected to a person.

Hello! i have adobe photoshop plan and video... i want to cancel the video
as i don't use it at all. how to do it to avoid a fine? I don't understand
why, but it says that there will be a penalty for cancellation, I've been
paying for more than a year and I don't know what to do. Thanks..!

you can contact adobe support and get more information/help.  there are 2 ways to contact adobe; chat and twitter (now x):

chat:
use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.

twitter/x:
tweet @AdobeCare

p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative.
