If neither you nor a family member ordered a plan, contact your bank immediately.  Someone may have compromised your account.

This is a public forum, not Adobe support. Users, including the ACPs and MVPs, can't provide support for account, subscription, billing, download, or product activation issues. Support for those issues requires an Adobe employee.

If you have a subscription, you can contact Adobe as described below. If you don't have a subscription, then the problem is at the bank. Someone has access to your account, or at least to your information. You'll have to talk to the bank about that.

Adobe provides support through the Chat function on the contact page or through a phone call. There is no email support.
