Bridge and Photoshop ask every time to sign in and activate the license after PC restart

I'm running the latest Win 11 and CC with valid subscription for the Photography plan, yet every time I start the PC, I have to go online to sign in. Then I get an error "limit of licenses reached"- and it already shows this very PC with an active license - Yet I can't start Bridge nor Photoshop until I remove this PC and add it again. Then it works until I restart the PC again and I have to repeat everything.

I've never seen this on any other PCs and it is a major problem because this is a mobile workstation which is not going to be online every time. When using it, I'm not using any Adobe CC app elsewhere and I never go above the license limit, yet every time there is the problem with license.

How to resolve this bug?

something locally (eg, av) is in interfering with your locally stored credentials.

but what? all my installations are the same for years and I never had such a problem. I use the same AV.

the only notable thing is this error message "this module is blocked from loading into the local security authority Bonjour\mdnsNSP.dll"

and it's not triggered by bridge or photoshop, it happens idependently and randomly
