Can non USA non-profits benefit from the pricing structure?

There is a section dedicated to non-profits (charities in the UK?) but when your click through the links it just takes you to pages relating to US regulations.

Do they offer a reduced rate for charities and the like in the UK - I help run a children's club and want to make a newsletter - or is it just a glitch on the website?
